Working In Confined Spaces

 

Working in confined spaces presents a very real risk.

On average 15 people are killed each year in the UK whilst working in confined spaces. Fatalities and injuries are sadly not just limited to those carrying out work in confined spaces, but also those who attempt to rescue trapped personnel without adequate confined space training and rescue equipment.

 

What is a confined space?

A confined space is one which is both enclosed or largely enclosed and has a reasonably foreseeable specified risk to workers of:

  • fire
  • explosion
  • loss of consciousness
  • asphyxiation
  • drowning

Working in a confined space is dangerous because of the risks from noxious fumes, reduced oxygen levels, or a risk of fire. Depending on the environment, other dangers may include flooding, drowning or asphyxiation from some other source such as dust, grain or other contaminant.

Reducing Risk

Wherever possible, you should avoid carrying out tasks in confined spaces. If this is not possible, you must assess the risks of the particular confined space and plan how you will control those risks.

 

Training
Workforce should have the required experience, knowledge and correct certification for the task.

 

Air Quality
Where necessary workers should be equipped with a respiratory device, independent of the ambient air. Gas monitors should be used where required. Where necessary fume extraction systems can prove to be an essential component.

 

PPE
Ensure the correct Personal Protective Equipment is used, in accordance with HSE Regulations.

 

Electricity
Assess the risk. Implement Insulation such as rubber matting or wooden grating. Use an appropriate, labelled power source.

 

Supervision
Appoint a dedicated supervisor to assess the risks, identify safety measures, and monitor the work. The supervisor should observe from a safe zone, but remain in visual and audio contact with the worker.

 

Safe Escape
Exit routes from the danger zone should be pre-identified in a risk assessment, and kept clear.

 

Legislation
Under the Health and Safety at Work Act (1974) employers are responsible for ensuring the safety of their employees and others. This is further reinforced by the Confined Spaces Regulations (1997) which are in place to protect staff and others against risks to their health while working in a confined space.

 

Workforce training helps employees a high level of competence. It provides them with the skills to identify risks, and implement safety controls.
